No foreigner shall adopt any Nepali citizen or any child of a foreigner residing in Nepal as an adopted son or adopted daughter without obtaining the permission of the Government of Nepal.
(2) The Government of Nepal shall publish a notice in the Nepal Gazette and only the citizens or couples of the countries which have been opened to accept intercountry adoptions in Nepal shall be allowed to adopt sons or daughters in accordance with this paragraph.
